A Professional Consultants’ Certificate (PCC) is a document issued by a qualified professional, such as an architect, surveyor, or engineer, who has been involved in the design and/or supervision of a newly built, converted, or substantially renovated residential property. It provides assurance to mortgage lenders, buyers, and other stakeholders that the property has been constructed or converted in accordance with approved plans, relevant building regulations, and accepted industry standards.
Mortgage lenders typically require either a recognised new-build warranty (such as NHBC, LABC, or Premier Guarantee) or a PCC before they will provide funding for the purchase of such properties. The PCC confirms that the issuing consultant has monitored the work throughout the build process and is satisfied that it meets the necessary quality and compliance requirements.
While a PCC offers comfort to lenders and purchasers, it does not carry the same level of insurance protection as a full structural warranty. Instead, it relies on the professional indemnity insurance of the consultant who issues it. This means that, if defects arise due to professional negligence, a claim could be made against the consultant’s insurance. The PCC is typically valid for a set period, often six years from the date of completion, during which time the consultant remains liable for their professional oversight of the project.
